St. Thomas-St. John, U.S. Virgin Islands (September 9, 2026) – The Virgin Islands Water & Power Authority (“WAPA” or “the Authority”) advises customers on the eastern portion of St. Thomas and throughout St. John that the planned outage for the Feeder 13 Bypass Project, previously scheduled for August 30, has been rescheduled for Sunday, September 13, from 11:00 a.m. to 6:00 p.m., weather permitting.
The outage will affect the following feeders:
Feeders 9E, 8E, 7E, 9C, 7C, 10B, portion of 7B (Raphune Hill to Tabor & Harmony), and the Mall.
The planned work is intended to support the remaining steps needed to place the new bypass into service. Once energized, the bypass will give WAPA greater flexibility in managing the electric system and responding to system needs.
The Feeder 13 Bypass Project is a major system improvement designed to provide WAPA with an additional transmission pathway when the Feeder 13 underground transmission line is unavailable due to maintenance, emergencies, or equipment issues. Funded through approximately $17 million in FEMA assistance, the project is expected to enhance operational flexibility and strengthen the electrical system, providing an additional option to support service continuity for approximately 37,600 customers across the St. Thomas-St. John district.
After approximately two years of planning, engineering, and construction, the scheduled outage marks a significant milestone for the Feeder 13 Bypass Project. WAPA appreciates the community’s continued understanding and support as the project moves toward completion.
