Energy Charge
Listed on your bill as Base Rates, these funds cover all of the non-fuel related expenses of the Authority with the exception of those earmarked to be paid for by the other surcharges listed below.
PILOT Surcharge
Payment in lieu of taxes owed to the government.
Self-Insurance Surcharge
A reserve to self-insure VIWAPA’s electric system distribution facilities, to defray unexpected or uninsured losses, and to pay for capital improvements determined to be hazard mitigation improvements.
Other Post-Employment Benefits (OPEB) Surcharge:
Actuarial calculation of benefits earned by beneficiaries (employees and retirees).
Fuel Surcharge (LEAC)
The
LEAC (
Levelized Energy Adjustment Clause) was enacted to cover fuel consumption and related
costs which are highly susceptible to market fluctuations. These costs are recovered through the LEAC factor. As is the case with most utilities, fuel costs are passed on to customers. The ELEAC is comprised of the following:
- Fuel - The projected cost of fuel for the 6 month LEAC period.
- Finance & Regulatory Costs:
- Docket 289 – Public Service Commission charges passed on to WAPA customers on LEAC related matters.
- Ultrapure/RO Charge – These costs reflect the costs associated with RO production.
- Renewable Energy Cost – These costs reflect the purchase of power from renewable sources (e.g. solar)
- Under (Over) Recovery/Deferred Fuel Costs – The amount paid to the fuel supplier not yet collected from customers.
