ST. THOMAS, U.S. VIRGIN ISLANDS (September 8, 2026) — The Virgin Islands Water & Power Authority (“WAPA” or “the Authority”) advises the public of upcoming traffic impacts associated with ongoing construction for the Feeder 9A Underground Electrical Project on St. Thomas.
Beginning Thursday, September 10, 2026, WAPA’s contractor, Haugland Virgin Islands (HVI), will perform underground utility work along Subbase Road and Nisky Lane near Crown Bay Road as part of Phase 1 of the project. The work will require the closure of the eastbound lane at the Nisky Lane intersection.
The work will include roadway cutting and trench excavation, installation of conduits connecting to the existing duct bank system, and roadway restoration. The affected lane will reopen following completion of the work and required restoration.
Flaggers and temporary traffic control devices will be used to safely guide traffic through the work area. Motorists should anticipate lane restrictions, traffic shifts, periodic traffic stoppages, and delays. Pedestrian access will be maintained where necessary.
WAPA and HVI will work to minimize disruptions while maintaining access to nearby businesses, residences, and properties to the greatest extent possible. Affected property owners and businesses will be notified in advance of any temporary access restrictions whenever possible.
As construction progresses beyond the Phase 1 work area, WAPA will issue additional public notices regarding upcoming traffic impacts and changes to traffic control.
Motorists traveling along Subbase Road, Nisky Lane, Nisky Center, Crown Bay Road, and surrounding areas are encouraged to reduce speed, exercise caution, follow posted signage and flagger instructions, and allow additional travel time when traveling through the work zone.
