ST. THOMAS, U.S. VIRGIN ISLANDS (September 21, 2026) – The Virgin Islands Water and Power Authority (“WAPA” or the “Authority”) announces the Ross Estate Waterline Rehabilitation Project, with construction scheduled to begin today, September 21, 2026. The project will improve and expand the potable water infrastructure serving the Ross Estate community.
Funded through the American Rescue Plan Act (ARPA), with WAPA receiving $500,000 to support its completion, the project includes the installation of approximately 1,320 linear feet of new water main, along with new service connections, valves, fittings and fire hydrants. The work will also include capping existing waterlines and hydrants and restoring paved and landscaped areas disturbed during construction.
The project is expected to be completed in December 2026. Upon completion, the improvements will enhance water quality, support more consistent water pressure and flow throughout the Ross Estate community, and expand the potable water network, allowing more customers to connect to WAPA’s potable water service.
As construction progresses, there may be temporary impacts to roadways, properties and water service within the project area. Customers will receive advance notice of planned service interruptions and other construction-related impacts through WAPA Alerts.
