WAPA Announces Crown Bay Road Traffic Impacts for Feeder 9A Underground Electrical Project

ST. THOMAS, U.S. VIRGIN ISLANDS (October 9, 2026) — The Virgin Islands Water and Power Authority (“WAPA” or “the Authority”) advises the public of temporary traffic impacts along Crown Bay Road as construction continues on the Feeder 9A Underground Electrical Project.

Beginning Saturday, October 10, through Saturday, October 24, 2026, WAPA’s contractor, Haugland Virgin Islands (HVI), will perform underground electrical construction along Crown Bay Road, starting near the Virgin Islands Port Authority entrance and extending slightly beyond the Crowley Shipping entrance. Construction activities will include trenching, conduit and duct-bank installation, concrete placement, backfilling, compaction, and roadway restoration.

 

During construction, portions of Crown Bay Road within the active work zone will be reduced to one lane. Access to businesses and properties along the construction route, including driveways and entranceways, will be maintained through alternating one-lane traffic to allow vehicles to enter and exit.

Motorists should expect temporary traffic restrictions and minor delays. Flaggers and traffic-control devices will be used as needed to direct traffic safely through the work zone.

 

WAPA encourages motorists to reduce speed, exercise caution, follow posted signage and flagger instructions, and allow additional travel time when traveling through the construction area.

The Feeder 9A Underground Electrical Project is part of WAPA’s ongoing efforts to modernize the territory’s electrical infrastructure and improve the reliability and resiliency of the electrical distribution system. The $12.8 million project is funded through the FEMA 406 Hazard Mitigation Grant Program.
